normal. new york city schools set to open today. the subway is running at about 80% of its normal service. gas lines still on. new york governor andrew cuomo and new jersey governor chris christie have promised an end to the crisis this week. fema approved $158 million in individual disaster assistance. so far sandy has claimed 113 lives in this country. utility companies are still working to restore power to almost 2 million people. even though the new york city marathon was cancelled ultimately, more than 1,000 participants decided to make a run to help those in need. runners delivered water, toilet paper, garbage bags, batteries, and ready to eat meals to victims of hurricane sandy. >> i'm glad that the run was cancelled and they were able to just lend a hand to folks in need. >> in new york, walmart and

pepsi donated 11 tractor-trailers packed with things like clothes, food, and cleaning supplies. beer companies donating water. amtrak service will be limited today between new york, washington, and boston because crews are still repairing the damage caused by sandy. amtrak is telling passengers to make reservations by phone or online to avoid sold out trains or long lines at the ticket counters. meanwhile new york is preparing for tomorrow's election as well. generators on stand by at a warehouse in brooklyn. they'll be shipped out to the new york city board of elections. nearly 60 polling locations across the five boroughs had to be closed or moved because of sandy. later this morning, montgomery county's council president will discuss pepco's response to sandy. he'll meet with members of the media today at the council office building in rockville. thousands were without power in the county following a massive storm. pepco is receiving generally high praise for its response to sandy restoring power to everyone only a few days after the storm. people in garrett county,

maryland, are finally digging out after the storm. sandy dumped more than 30 inches of snow in that area. more than 35% of state and county roads are back open. the national guard is helping with stranded vehicles and recovery efforts. 4:36 is our time now. a d.c. team will face charges for attacking two women in the district. 19-year-old demarco miles made his first court appearance saturday morning after police arrested him on friday. he's accused of sexually assaulting a howard university student friday afternoon. he's also facing charges for attacking a woman in her rhode island row apartment late last month. the woman in that incident is still in the hospital recovering from multiple stab wounds. tonight friends and family will gather to remember a montgomery county teenager who was hit a killed by a car while walking to school. christina wallace moore died last week while walking to seneca valley high school. the 15-year-old was crossing germantown road at wisteria drive when she was hit. tonight's vigil will be at seneca valley high school.

a family has pleaded for help in finding their father who suffers from dementia. 64-year-old mohammed yasdani has been missing from his home. his family is devastated by his disappearance. >> is he okay? is he safe? is he alive? is he not? he doesn't deserve this. my dad looked out for us our whole entire lives. he didn't deserve this. >> yazdani is 5'6" and wearing a gray sweatsuit when he disappeared. if you know anything about where he may be, please call police immediately. this morning the world's biggest economies will try to tackle the world's financial problems. it's the last day of the g-12 summit in mexico city. aincluded will be how to help

chaos in the streets of portland as an occupy protest turned violent. this was the scene after police sprayed protesters. one man was arrested. an atlanta police department is remembering a man killed in a helicopter crash. the chopper went down in a busy atlanta neighborhood saturday night. no one on the ground was hurt. the officers were helping in the search for a missing 9-year-old boy who was later found. this morning the pittsburgh

zoo remains closed after a young boy fell into a wild dog exhibit and was mauled to death. police say the boy's mother tried to give him a better view by putting him on top of the railing of a viewing deck. that's when the 2-year-old fell 11 feet into the pit. they say a pack of african painted dogs attacked him immediately. zoo keepers say they did everything they could to save the boy, but it was too late. >> they responded immediately and were able to get several of the dogs into the back of the building. the veterinarians arrived and tried to scare the dogs away from the child with darts and were unsuccessful in doing that. >> police did manage to get all but one of the dogs away from the young boy. they had to shoot and kill that last dog. the zoo's president says this is the first time a visitor has died in that zoo's history. the world's first nuclear powered aircraft carrier ended its career in norfolk, virginia. the "uss enterprise" began

shutting down its eight nuclear reactor moments after it arrived at the port. the crew was welcomed home after nearly eight months at sea. the navy will officially deactivate the enterprise on december 1st, but it will take several months to be demissioned as its reactors are taken out. governor martin o'malley will attend three rallies on sexual equality. the third rally will be held at 3:00 this afternoon in our area at the university of maryland. today over 100 people are expected to attend a rally for maryland's d.r.e.a.m. act. students and advocated will gather at montgomery college, silver spring campus at 1:00 this afternoon. the law would allow all maryland residents to pay instate tuition regardless of immigration status. if the d.r.e.a.m. act passes, lower tuition could kick in as soon as next semester.

the redskins end their bye week on a down note. burgundy and gold feeling blue after falling to the panthers 24-13. news 4's dan hellie was reaction from the players following that frustrating loss. >> reporter: this was the tipping point for the redskins. enter the bye week at 4-5, we'd be talking about the playoffs, hoepds are still alive, everybody still praising rg3. lose, you drop to 3-6, and the season is all but over, and mike shanahan essentially acknowledged that in his post-game press conference, saying the redskins are now in evaluation mode, something you rarely hear from a head coach with seven games remaining in the regular season. >> obviously, very disappointed. a must win game gives you a chance to play for a playoff spot at the midway point when you're 3-5. it's got to be a must win obviously to get in the hunt. when you lose a game like that, now you're playing to see who obviously is going to be on your football team for years to come.
